Bitter Lake Reservoir and Park Improvement

Seattle Public Utilities (SPU) is building a new 21MG drinking water reservoir to replace the current Bitter Lake Reservoir. The project is in collaboration with Seattle Parks and Recreation, as the new reservoir will create more than six acres of new open space after construction is completed in 2028-2029. Working with Seattle Parks and Recreation, as well as Office of Arts and Culture and the Department of Neighborhoods, Consor supported the park and open space improvements design project by leading community engagement.  

Coordinating with the community engagement team from SPU, we hosted an open house, conducted surveys and focus groups, and attended multiple neighborhood pop-ups to meet the needs of diverse community members. Feedback informed the design of three park and open space alternatives, and then a preferred alternative. More information on the Seattle project webpage.
