City of Hillsboro Public Works Department Strategic Plan

The City of Hillsboro Public Works Department partnered with Consor and The Formation Lab to develop a five-year, employee-driven strategic plan that aligns with City priorities, departmental goals, and employee values. By engaging Public Works staff in the planning effort, our approach tapped into their expertise and cultivated a sense of ownership of the plan’s success. Seeking input from external stakeholders also helped identify opportunities to align the plan with community needs. Consor led multiple interactive workshops and employee engagement events to identify priority needs and develop strategies and SMART objectives to be implemented over the next five years. The plan also includes a provision for continual evaluation to sustain the plan’s relevance and effectiveness.
